David Lucia, Ph.D.

Dr. Lucia has worked in human resources field for more than 25 years, in both the public and private sectors, primarily in health care. In the public sector, he has held the position of Senior Personnel Officer with the State of Minnesota, and in the private sector, has worked as the Director of Human Resources in a hospital system, Division Director of Human Resources and Sr. Human Resource Consultant with a national health care organization, and for the past several years has worked as the Vice President of Human Resources with a multi-state health care organization. In these roles, Dr. Lucia has held primary responsibility for strategic human resource management, including compensation and benefits administration, labor and employee relations policy and practice, training and development, leadership development, recruitment and retention, and compliance reporting. Dr. Lucia is currently serving as a Human Resources Consultant for labor relations, employee policy and practice, compliance, and workplace investigations with a multi-state health care organization. Dr. Lucia has also served as the Chairperson for the American Health Care Association National Workforce Committee, Workforce Committee Member with Care Providers of Minnesota, and presented and served as keynote speaker at several national and state conferences on workforce development topics.

Academically, Dr. Lucia holds an undergraduate degree in Business Administration, M.A. in Management, and a Ph.D. in Human Resource Development from the University of Minnesota. Dr. Lucia has been teaching with Saint Mary’s University for over 10 years and as an adjunct professor in several management disciplines for 20 years.
