Admissions Requirements: Master’s in Public Administration

Take the first step in advancing your career by applying for the online Master of Arts in Public Administration from Saint Mary’s University of Minnesota.

Through the application process, we’ll ask for more than just your GPA and transcripts. We do this to learn more about who you are, where your strengths lie, and where you’d like to take your career. Each of these factors is considered when reviewing applications to ensure that we can provide you with the support you need every step of the way.

Below you’ll find all the pertinent details for our master’s in public administration admission requirements. Once you review the MAPA admissions criteria, you’ll be prepared to complete this important step toward your education and your future. 


Saint Mary’s online Master of Arts in Public Administration program requires the following:

  • An undergraduate degree from a regionally accredited institution
  • A minimum GPA of 2.75 on a 4.00 scale

If your overall GPA is below 2.75, you may receive provisional status in the program at the discretion of the MAPA program director.


There is no prerequisite coursework for the online MAPA.

You don’t need a background in public administration curriculum to be accepted into the program either. The curriculum is designed for those looking to either join or advance their career within the field of public administration.

RESIDENCY REQUIREMENTS There are no on-campus residencies or visits required. Coursework is delivered 100% online.

Credit for prior work or academic experience is not offered for this program.


Students with transcripts from universities located outside of the United States, the United Kingdom, Ireland, New Zealand, Australia, and Canada (except for the Quebec Province) are required to take and pass English proficiency testing.

Saint Mary’s accepts the Test of English as a Foreign Language (TOEFL) with a minimum score of 72, the International English Language Testing System (IELTS) with a minimum score of 6.0, the Michigan Language Assessment Battery (MELAB) with a minimum score of 74 percent, the Pearson Test of English Academic (PTE) with a minimum score of 51, or the International Test of English Proficiency (ITEP) with a minimum score of 4.0.

APPLICATION REQUIREMENTS Whether you apply through our online application via hard copy, or in person with a Saint Mary’s admissions counselor, your application must include the following items:
  • $25 non-refundable application fee: Note that Saint Mary’s alumni, students seeking readmission, veterans, and active military personnel are exempt from this application fee.
  • Official transcripts: An official transcript issued to Saint Mary’s University of Minnesota from the institution posting the applicant’s completed degree and other relevant transcripts documenting program prerequisites and potential transfer credits must be sent separately and directly from your institution. Saint Mary’s University of Minnesota accepts official transcripts electronically from previously attended institutions. Transcripts should be sent to or mailed to:

  • A written statement: Describe your personal background, training, career goals, and experience. Tell us why you’re seeking admission to the master’s of public administration program, what your personal and professional strengths are, and any other personal information you wish to share.
  • An up-to-date résumé: Include both your educational and professional experience.
